This is a rather large photo from The Daily Press, May 24, 1987. Rebuilt Victory Arch. Local military reserve units participated in this ceremony. It was my privilege to represent the USMCR in this memorable ceremony.
Back of card reads, "Newport News, Virginia 1917 - Victory - 1918.  Greetings with love to those who return.  A triumph with tears to those who sleep.  This arch was built in 1918 and dedicated April 13, 1918 to the men who served in the first World War, and was restored in 1961-1962."

  The surrounding park setting makes it a very pleasant spot to visit now.  It wasn't nearly so inviting back in the 60's and 70's.  You may have to dig around to find them, but there are some places downtown that have actually improved over our memories.
